The Rock Tamers Heavy-Duty Adjustable Mud Flap you referenced, part # ERT00108 is made from 3/8 inch thick rubber. They should certainly resist heat better than something made out of horse hair, but just about anything will eventually become damaged if it is close enough to the exhaust outlet. I would recommend using an exhaust tip that relocated the discharge downward or outward toward the side of the truck. The factory add on fender flares or lip molding is easily recognized on a 2019 Ram 1500 Classic when you see the options side by side. The terms fender flares and lip molding have been used interchangeably for many simply indicating an added feature to widen that part of the fender for a different look. What you can do to keep the Rock Tamers Heavy-Duty, Adjustable Mud Flap System for 2" Hitches # ERT00108 from loosening up - along with torquing to spec - is apply some Loctite Blue Stick Threadlocker # LT37614.
The Loctite Blue # LT37614 will help secure the bolts and keep them from loosening, but won't permanently affix them so the bolts will still be removable if need be. Just keep in mind it takes a full 24 hours for the Loctite to fully set. view full answer...
The sleeve of the # SHP2040-XL lock isn't meant so fit all the way through the receiver, if it did, it wouldn't allow the threaded square nut to tighten against the inside of the ball mount or hitch accessory. The up and down movement should be eliminated, I'd recommend rechecking the torque and making sure your torque wrench is correctly calibrated, as they do need to be recalibrated periodically.
